From an early age, she enjoyed going to school and learning new things. She would receive an associate degree in education at age 20. She began her teaching career in elementary school in her hometown Hsinchu City. This allowed her to support her family as they were very poor at the time. She met and married her husband, Gien Shin Chen, in May 1969. She was 26 years old at this time and she was teaching at Taoyuan elementary school. She enrolled herself at Wenhua University in Taipei, majoring in Chinese language. Shiow continued to teach during the day and went to classes in the evening. She had very good grades and received her college degree. Today, Wenhua University is known as Chinese Culture University. She taught for a total of 18 years before coming to the United States.

Along with her husband, Shiow worked at Renaissance Atlanta Waverly Hotel for about a year. She actually left the job before he did. Gien and Shiow had many discussions about the future. She recognized at their current job, they would never be able to save enough to achieve their goal of being a middle class family. They realized their best chance was to run their own business which ultimately became a Chinese restaurant. They opened China House Restaurant, located in Acworth, GA off Highway 92, in 1984 and sold the restaurant in 2000.

She enjoyed growing different vegetables and fruits in her gardens. The plants changed year to year. Her backyard garden, at one point or another, had bell peppers, squash, beans, tomatoes, peanuts, and jalapeno peppers. In the front yard, she was growing squash and green onions. She and her husband participated in events at the Chinese Culture Center off New Peachtree Road. She enjoyed being a member of the Atlanta Asian American Senior Citizen Association. Since her husband was part of a group called the Republic of China Veterans Association in Atlanta, she participated in that group as well.

She is preceded in death by husband, Gien Shin Chen, and son, Steve Chen. She is survived by her son Yi Been Chen, 3 younger sisters, and 2 younger brothers.

The family will receive friends for visitation for 2 hours prior to the service from 11:00AM-1:00PM on Thursday, November 29, 2018, at Georgia Funeral Care, 4671 S Main Street, Acworth, GA 30101. The Funeral Service will follow afterwards at 1:00PM. The family is accepting financial donations to honor her legacy. Such contributions may be made in check form to be presented to the family.
